Third Street is a pedestrian connector linking the central business district, downtown library and Sundance Square to the residential areas west of Henderson Street and east of Elm Street. Improvement of this street was envisioned in the original 1995 TIF Project Plan. This project will provide pedestrian-friendly access between the core of downtown and the growing residential areas on the immediate periphery.

Improvements include landscaping, brick pavers, pedestrian lighting, and street furnishings such as benches, tree grates and trash receptacles.

There are now 554 residential units on the western end of the corridor, and over 1,550 in the eastern end including Pecan Place, Trinity Bluff and apartments east of Elm Street. Bringing these 3,000 or so residents into the heart of downtown without driving relieves pressure on parking facilities, enhances air quality and energizes activity at street level in the central business district. Implementation of pedestrian-friendly parkways on major streets is a primary objective in the Downtown Strategic Action Plan.
